The prefix list of in a page name signals a non-comprehensive list that may be very complete but is not complete by definition. For instance a list of trolls would be hard to keep complete, and inherently incomplete.

When a list documents osmething totally under the control of the users, and which they accept they must keep up to date, use all instead. This signals that when everything on the list is updated, dealt with, consulted, checked, the job is done. Unless it's a list of all items, the job cannot be "done".
