Formally, NETCOP is "Network Common Operational Picture (NETCOP)" of the US Joint Task Force - Global Network Operations which provides Situational Awareness (SA) to the Global Information Grid, which JTF-GNO directs. JTF-GNO also leads and "directs continuous Enterprise Services Management/Network Management (ESM/NM), Information Assurance/Computer Network Defense (IA/CND), and Content Staging/Information Dissemination Management (CS/IDM) throughout the GIG." In other words, these are well-funded trolls of the US government, a known troll organization.

Informally people often refer to being netcopped, meaning, to be reported to this or a related agency for "abuse" of some government information system, and thus to lose one's job or job prospects. It's poorly understand how this process works nor if any other troll organization can influence it. The GNAA has in at least one press release claimed to have netcopped a Wikipedia sysop vandal. Such claims are common however and remain unverified.

NETCOP would necessarily remain a list of suspect IPs but it's not clear that they are actively involved in tracking civilian net activity nor interested in trying to ban any users other than active threats to the US government credible on some military scale. There are however other entities such as ECHELON clearly engaged at least in monitoring.
