A definition of social capital making only operational distinctions was proposed by Craig Hubley in 1999 and subsequently released by the ECG under CC-by-nc-noderivs. Social capital is one of three inputs to human capital and has been variously defined, but almost always includes some mention of trust between people.

Social capital is one of three types of results reported on the Triple Bottom Line. The World Bank has taken the lead in defining such metrics for city use, while ICLEI has dealt with the needs of every smaller resilient community in the world.
